its windows 7 ultimate, I installed the software many times, also used the same installers which install on another machine the same softwares, but I'll try again
never read about this type of error

You're on Windows, is that correct?
I'd suggest reinstalling (you don't necessarily have to uninstall first)
the EnergyPlus installer.
Also, though it shouldn't apply, make sure you haven't put a 64 bit
install onto a 32 bit computer.
