So does that mean I can set a HVACTemplate:System:VAV to use only outdoor air?

Yes!

It is a â??normalâ?? VAV air loop.  You must consider:

·         How to control the airflow (e.g., zone temp or CO2)

·         If this is a system intended to provide minimum ventilation only, you will also need zoneHVAC, such as VRF, chilled beam or fan coil.
