I have one question about Plant:ChillerWaterLoop. 

If i have a system like this (image), how input in HVAC:Template:Plant:ChillerWaterLoop? Based on this system image, how should I configure the data on it?

You may use the expidf to double check and set things you are not able to do in the templates.

HVAC:templates is safe.
 
it is combination of general HVAC system for easy making.
 
If you had some problem when you try. That mean you miss some templates.
 
for example, when you make VAV system, you must make Thermostat, Zone:VAV, System:VAV, Plant:ChillerWaterLoop, Plant:Chiller, Plant:Tower, , Plant:HotwaterLoop, Plant:Bolier

Is it safe to use only HVAC: templates?

I'm using to model all the hvac system, but, when i use for VAV, chillers, towers, pumps he  show me many warnings.
