Try and imagine what is going on... The coil valve is closing more and more as less cooling is required untill closed...then the air temps over the coil keep falling until they are colder than the chilled water in the cooling coil...so now you could even heat with the cooling coil...the problem is the action of the valve is set to close to increase the output temperature (reverse action), so the program is asking you to check if this is not maybe a heating coil? So if your simulation shows the inlet air temps drop below the chilled water temperature, it may indicate that you need a frost protection preheat coil upstream of the cooling coil. This is a common reason for your warning, but I am making many assuptions. Looking at the reported temperatures it is seems your chilled water temperatures at the coil are warmer than 26.10 deg C.
