On further reflection, it appears that your chilled water system is not ON ? the water temperature is 26C!

Respectfully disagreeing ?. HVAC Cooling coils are always reverse action. This is specified in the Controller:WaterCoil object (example below). I do not recall all of the several ways that I have erred in order to receive this message, but I think improper setpoints are the most common. Your 12.8C setpoint looks OK, but perhaps there is a zone setpoint that is improper?
