TMY3 are US locations.

ASHRAE has 3000+ locations in the IWEC2 data set -- locations outside the US/Canada -- that includes Dar-Es-Salaam, Tanzania. The DVD with all 3000+ locations is available from ASHRAE: https://www.ashrae.org/resources--publications/bookstore/iwec2 Follow the links there to purchase individual locations (including in EPW format).
