back to DB and DCV based on people count. I reckon you if you want DCV based only on people count you go the the AHU OutdoorAir tab in Detailed HVAC and go to Mechnical Ventilation Controller and select DVC on. Select "Sum" method...

At normal zone level on the ACTIVITY tab you set the Min Fresh Air Rate per person and set the per area value to zero. The occupation schedule on the activity tab will multiply your per person value with the value in the schedule.

Each zone can be set individually at zone level on the activity tab.

Controller:OutdoorAir has an additional daughter object which doesn't have to get used called Mechanical:OutdoorAirSpecification or something similare which you NEED for standard DCV. And in that you specify the outdoor air calculation type of which ASHRAE 62.1 IAQ method is an option, which in turn requires other daughter objects (I think it was the designoutdoorairspecification for each zone...or CO2 specification). It's been sometime that I looked at it and many idf things have changed since then.

For the LEED simulation, ASHRAE 62.1 is not a requirement per say. In fact you have to use the same ODA minimums as your proposed case. It is a good double check for the LEED project though as IEQpSomething requires the minimums to be met and it's bad to deviate too much between credits.
