Chip was exactly right. We just noticed for the first time in several readings of the AHRI document the definition of HSPF (Definitions paragraph 1.27). It is limited to Climate Zone IV only. That means you define heating coil COP appropriately for minimum HSPF in Zone IV ? and in warmer climates it will effectively perform at a higher efficiency.
Life just became simpler!
There are still a couple of details in the coil setup to resolve including the On / Off temperatures for the heat pump, but that clears up a lot!
