I don't agree with your assessment of ASHRAE 90.1-2007 Appendix G. In your proposed design, the cold room is a separate thermal block from the rest of your model and your baseline needs to match your proposed design with respect to thermal blocks. See Table G3.1, 7. Thermal Blocks - HVAC Zones Designed.
