There are many sources of free weather data on the Web, but these are all raw weather reports and you will have to process them into usable weather files for building energy simulations or bioclimatic analysis.  Furthermore, all these weather reports are actual historical weather data, and never time-averaged "typical year" weather data. 

For sources of raw weather data:

1. the (US) National Climatic Data Center (NCDC) maintains an archive of weather reports from stations around the world in the Integrated Surface Hourly Database (ISD) at <http://www.ncdc.noaa.gov/oa/climate/isd>www.ncdc.noaa.gov/oa/climate/isd .

2. Do a Web search for "weather" and your location, and you'll probably see multiple listings, although you have to distinguish whether there's an actual weather station at that location or is for another station nearby.

For sources of processed weather data, i.e., "typical year" weather data or data that's been converted to file formats suitable for use in building energy simulation programs. go to <http://apps1.eere.energy.gov/buildings/energyplus/weatherdata_simulation.cfm>http://apps1.eere.energy.gov/buildings/energyplus/weatherdata_simulation.cfm for a very brief listing of vendors.

In your case,  there is no "typical year" weather file available for Serres and only 3 months of data in 2009 for Serrai, Greece WMO #166060 in the ISD.  However, there are hourly data starting in Nov 2012 for a private weather station in Serres (<http://www.wunderground.com/cgi-bin/findweather/hdfForecast?query=serres+greece>http://www.wunderground.com/cgi-bin/findweather/hdfForecast?query=serres+greece ), but converting that to a usable weather file would take some effort.

Even so, that would still be a historical year, but not for a "typical year", weather file.  If that's what you need, the other alternative is to get the nearest available "typical year" weather station, which would be an IWEC2 location located 50 kilometers north in Bulgaria (BGR_SANDANSKI_157120).
