E+ is first and foremost an energy modelling program. In the past we were only considering the yearly energy impact of the penetrating outside air from windows...this trend is changing, because user comfort is also entering the equation (doh!)...yes it does come as a supprise that buildings are for people... So anyway, you can use these controls at surface or zone level. If you model more than one window for a large open plan office, perhaps one small window far in the corner is always partially open or "tipped". This allows you to set that minimum. Also, if combined with the venting availibility schedule which will definately shut windows when 0, you could use the setting to approximate double function windows (swing and tip).
