Yes, for plant/hydronic systems, the is a model for thermal capacitance associated with the volume of working fluid contained in the plant. See the PlantLoop object input field called Plant Loop Volume.  Plant thermal storage tanks are also dynamic models.   On the air side though there is relatively little capacity and that it is not modeled.

Can energyplus model system inertia? I know it accounts for thermal mass of the envelope.Say give a building envelope, how fast a zone reacts to any change in the system setting.
In reality this time is always finite and there may be considerable delay/lag associated with any change in AHU/Chiller setpoints to be reflected in zone. Is such a modelling possible in energyplus to introduce HVAC lags? If not , please suggest a tools that can model this.
