Yes, for plant/hydronic systems, the is a model for thermal capacitance associated with the volume of working fluid contained in the plant. See the PlantLoop object input field called Plant Loop Volume. Plant thermal storage tanks are also dynamic models. On the air side though there is relatively little capacity and that it is not modeled.
