To expand on what Vincent said, In France, we currently don't have prescriptive rules for R-value in new construction, but we have some for existing buildings, that you'll find on page 2 of the following document: http://www.legifrance.gouv.fr/jopdf/common/jo_pdf.jsp?numJO=0&dateJO=20070517&numTexte=31&pageDebut=09538&pageFin=09545

Thank you very much for all of yours feedbacks I know have collected values fir spain, italy, germany and denmark. So we mostly covered all european climatic zones. Cheers!

Now a days most of building codes are related to limitations in energy demand (or final or primary energy) and not imposing any U value limitation
