Is Controller:OutdoorAir (OUTDOOR AIR CONTROLLER 1) referenced by an AirLoopHVAC:ControllerList object which is then also referenced by AirLoopHVAC:OutdoorAirSystem object? Look at example files to see how Controller:OutdoorAir is specified in the idf and linked with other objects.
