The source code is in Microsoft Visual Basic 6.0 and uses a control called FlexGrid. Both of these are difficult to find these days. I started the development of this utility in 1999. I just uploaded the source to:

https://github.com/NREL/EnergyPlusBuildSupport/tree/master/src/IDF_Editor

It is covered by the same open source license that governs EnergyPlus.
