Strange, I just pulled up the Ankara IWEC in DView and there seems to be four fields of illuminance.

I would be happy to provide an IWEC2 weather file for Ankara (for a price), but I think the IWEC weather file on the EnergyPlus Weather web site does contain solar illuminances, which are listed immediately following the solar irradiance on each line.
