Try this spreadsheet.  I developed it years ago when bin data was more part of my calculations procedure, and it should help you.
The way to use it is to copy the TMY data for Month, Day, Hour, DB and WB to the table in columns AH - AL.  The table in columns I - P calculates bin data.  If you're interested, degree days are also calculated to any base temperature.
