The file that you uploaded (archivocuenca.zip) contains several .DAT files (Bogohour, Carahour, Cuenhour, Guanhour, etc.) These appear to be hourly temperature, humidity, solar radiation, and wind data. If you have an explanation for the variables and the units, then you can create a definitions file (.DEF) that the EnergyPlus weather converter can convert the data to EPW.
