You can look at the Integrated Surface Database (ISD), maintained by NOAA/NCDC at http://www.ncdc.noaa.gov/isd for raw data from weather stations around the world.  However, unless you're familiar with processing raw weather data and have the right software, you should expect to spend many hours in getting up to speed.

When you say "based on historical data", are you interested in a specific time period, or in a "typical year"  but that the data should be from historical records and not statistically generated? 

An alternative, but it's not free, is to get processed weather files that generally are created from the same raw data.
There are two ASHRAE IWEC2 weather files for Cardiff (GBR_CARDIFF-WALES-AP_037150 and GBR_CARDIFF-WALES-AP_037150).  IWEC2 (International Weather for Energy Calculations) weather files were developed in a 4-year ASHRAE project utilizing actual weather reports from thousands of stations throughout the world going back 25 years, and covers locations outside of the United States and Canada.

The entire set of 3,012 IWEC2 weather files is available on a DVD from ASHRAE (see www.techstreet.com/ashrae/products/1823067).   Individual IWEC2 weather files are available online from White Box Technologies, Inc. in various formats (BINM for DOE-2, EPW for EnergyPlus, etc.). For details on online access to IWEC2 weather files, see http://weather.whiteboxtechnologies.com .

If you're interested in historical year data, those are also available from 2001 through 2014  for GBR_CARDIFF-WALES-AP_037150 and from 2001 - 2006 for GBR_CARDIFF-WALES-AP_037150.

Hi all, 

Is there a website/source from where I can get free weather data to create my epw file (based on historical data)?

I am looking for weather data for Cardiff, Wales, UK. The exact location of the building is https://www.google.co.uk/maps/place/St+Teilo's+Church+in+Wales+High+School/@51.512046,-3.145577,14z/data="">. 

Any station closer to this location will be great.
