It would be rather unusual to require two outdoor units for a single zone, unless the zone was very large.  The VRF objects in E+ are zone-based, so it seems that you could model both in the same zone as long as your ZoneEquipment definitions are proper.
I have not tried that, so I'm not sure if it will work from experience.
