Ceiling fans doesn't cool the air....they modifies the thermal confort increase the air speed in the room. The best its to use a cfd code in order to estimate the air speed and later thermal simulation to calculate the thermal confort every hour.

Oki yes EP assumes room model to be well stirred if we haven't used any special room model. But does EP also decreases the all over temp in room as a ceiling fan does.  
I have attached a snapshot from CC 4. Does EP also does this change in a well stirred room model or do I have to do something else to achieve that effect. I want to design a 100% natural ventilated 24hr building.

@Asit I have attached a snapshot from ECBC, I hope you mentioned about the same.
