A simple way is to build a normal air loop with mixing box, then set the "minimum outdoor air flow rate" in Controller:outdoorair to the equivalent of 100%.

You can also create a schedule for "minimum fraction of outdoor air schedule name" in Controller:outdoorair which has a constant value =1.0
