Normally, maximum rates for massflows through damper or valve type equipment are set by the maximum rates required during the design day simulations + the user specified sizing factor. The airflow rates are, of course, quite dependent on the user specified delivery air temperature and humidity (because an ideal air system is used for this part of the sizing simulations, not the detailed equipment specified).

My question is what are the other constrains that regulate the primary airflow rate besides the zone load and the minimum primary air fraction that you manually set?
