Probably because the performance curve results for energy are not 0?
The user must decide what components consume energy.

I have
modeled the packaged thermal storage cooling coil. From the
simulation results, I observe that when the ice storage system
is in discharge only mode there is some power consumption by
the HVAC system. This power consumption is by fans, pumps and
the cooling coils. Why are the cooling coils consuming power
during the discharge only mode?
