White Box Technologies has historical weather files from 2001-2015 for over 9,000 locations around the world (2100+ US, 300 Canadian, 6600+ international).

Availability for previous years are similar, but tend to go down by age. As for stations in Iraq, there are 37 in 2010, 41 in 2015.
