Hello Jonathan, it seems that the problem might be corrected in version 8.4 (I used a previous version, where I had to increase the flow because it needed kg/s and was asking for m3/h). Take a look at this SwimmingPool:Indoor Maximum Water Flow Rate Input and Output Corrected to be Volume Instead of Mass by rglazer2 · Pull Request #5028 · NREL/EnergyPlus
I would recommend you to ask Energyplus helpdesk or write an issue in Github if you are convinced there may be an error in the code. I am afraid I cannot do more research on this at this time.
