it is hourly. 

to give an example, in winter when the indoor air temperature drops below 20, the building starts heating and cooling (although a very small value) exactly at the same hour.

Are you reporting at the "detailed" level or "hourly". If hourly, the
actual amounts are summarized over the entire hour, not at the timestep
level.
