You should note that EnergyPlus report two values for U, one with and on without film coefficients. These film coefficients are usually regulated by local standards and it is possible that EP and DB have not the same values.

I ask this because I use the design builder to enter the building elements, and saw that the U-value is not the same in EnergyPlus report.
