I think your request is a little garbled.  IWEC refers to a data set of "typical year" weather files developed by ASHRAE in 2002 for 227 international locations. It is not a format, but the data can be converted to various formats such as epw for use in EnergyPlus.  If you are interested in historical and not "typical year" weather data, I can't think of any free online depository, although there are raw data sources such as the Integrated Surface Hourly Database (www.noaa.ncdc.gov/isd).  Unfortunately, depending on your level of familiarity with weather data it would take many hours or days to turn such raw data into usable weather files for building energy simulation program, especially the derivation of solar radiation that is almost never recorded in the raw data.

White Box Technologies has been doing this type of data processing and providing the weather files online since 2012, so that its web site (see below for address) has historical weather files for over 8,000 locations going back to 2001, including two stations in Erzerum (TUR_ERZERUM-BOLGE_170950 and TUR_ERZERUM_170960). However, these weather files are not free. Please go to the web site or send e-mail for details.
