Because a sky clearness of 0 will not use solar effects to benefit during the daytime.

You, of course, can redefine the design day to suit your purpose.

I am not sure why the INPUT OUTPUT REFERENCE manual indicates that the sky clearness parameter for Winter design days should be 0 (i understand it means it is a cloudy day), as a clear sky (sky clearness=1) is a more unfavorable situation (higher heating peak loads) due to the lower radiant temperature of the sky.
