On taking a second look, I found that there is an IWEC2 weather file for Matam Senegal (SEN_MATAM_616300_IW2, see screen shot below).

There are IWEC2 "typical year" weather files for 10 locations in Senegal, although none with the names that you mentioned. I suggest you look at the GoogleMap view of the IWEC2 weathers and find the closest available IWEC2 location ( http://weather.whiteboxtechnologies.com/map-IWEC2 ) (see screen shot below). As a friendly tip to those asking for weather data, please give the Latitude and Longitude of the location.
IWEC2 (International Weather for Energy Calculations) weather files were developed in a 4-year ASHRAE project utilizing actual weather reports from thousands of stations throughout the world going back 25 years, and covers locations outside of the United States and Canada. The entire set of 3,012 IWEC2 weather files is available on a DVD from ASHRAE (see www.techstreet.com/ashrae/products/1823067 )
Individual IWEC2 weather files are available online from White Box Technologies, Inc. in various formats including EPW for EnergyPlus. For details, see http://weather.whiteboxtechnologies.com .
