The team was talking about doing that, ill-advised as it is.  I do not know their reasoning nor did my arguments to them apparently carry any weight if they have put that into force.

It doesn't really make sense as the RunPeriod object can (or could) set the simulation start day of week independently of where the weather file set it.  Yes, the standard Weather Converter sets it to Sunday regardless of when the actual day of week for the year might have started. 

Have no idea about OpenStudio.
