The water heater will turn on at 52C, the HP turns off at 52C so the water heater tank will heat the water to 55C and the HP will never turn on.

Switch these so the HP runs most of the time.

Now the HP will heat the
water to 55C and the tank will never turn on since it will wait
for the water temp to drop below 49C.
