There is no TMY2 weather file for Tijuana, because the TMY2s were
done by NREL for 239 US locations only.
A year or so ago White Box Technologies created a set of "typical year" MX2015 weather files for 119 locations in Mexico, among which there is a file for Tijuana Airport (MEX_TIJUANA-G-RODRIGUE_760013_MX2015). You can purchase either the entire set of MX2015 files, or individual MX2015 files. Please go to http://weather.whiteboxtechnologies.com for details.
