I would bet that your excel regional settings (thousand and decimal separators mostly) do not match the ones in the CSV file generated by E+ (which uses US conventions of decimal separator being the dot '.')
You can temporarily change your excel settings, or open a blank workbook and go to Data > import from text file. There you can specify the right separators etc.
