[Equest-users] HVAC-lobby system question

The HVAC-lobby system is designed to handle the outdoor air for maximum
occupancy, but has CO2 sensors to reduce the supplied outdoor air. To be
realistic, I should model the space with ~40% or less occupancy for 99%
of the time. When I compare to the MNECB reference case, the HVAC unit
will be required to supply 100% of the OA for 100% of the occupancy.
Does this comparison make sense? Are we taking more credit that we
should?
