[Equest-users] Compliance rules

I am not designing a building in california, I'm in minnesota. from what I
gather, I need to create my own rule set for Ashrae 90.1 so that I can
achieve a permit, and or LEED points. Does anyone know where to find the
program to write this rule set? D2RulCmp.exe is the Download from what I
understood. I cannot find anyone who knows how to find it, or knows another
way to input a compliance rule set based on Ashrae 90.1, can anyone help me?
