Check the plenum temperature between the roof and ceiling, you may find the plenum temperature is higher than the outside temperature, it cause that there is no heat transfer through the roof surfaces.

Upon investigating heat transfer in a small college addition my SIM
output does not indicate any heat-transfer through the roof surfaces.
There is a drop ceiling with unconditioned spaces below.
Does anyone know why this is happening?
