Christian,
You are correct. For a smooth submittal, modelers should demonstrate that the space qualifies as being semi-heated under ASHRAE 90.1 Section 3 (page 13): semiheated space definition along with Table 3.1. The semiheated space should have the same heating type, capacity, fan volume, and fan power in both models. Also, something that can be overlooked is that the baseline envelope should follow the semiheated column in the 5.5-X tables (just the semiheated space, of course).
