Alan,
 
Use the maximum allowable lighting according to section 9.4.5 for each category of lighting in Table 9.4.5 that your project has. If this is for a LEED project, it will be helpful to know where the project boundary is. If the project boundary is not yet determined, you can influence its placement by mentioning to the architect or LEED Coordinator that all site lighting located within the boundary, even existing street and sidewalk lighting, should be included in the energy model.

Does 90.1-2007 set the amount of W/ft² for site lighting?  If so is it W/ft² for the bldg or the site and if the site how do you calc the site area?
