Look on the energy plus website here: http://apps1.eere.energy.gov/buildings/energyplus/weatherdata_about.cfm

I don't think there are weather files for Costa Rica but several surrounding countries have them and you might find something close.

You will then have to convert the file to a bin using the tool located here: http://doe2.com/download/weather/eQ_WthProc_EPWtoDOE2bin.zip
