Hind,

You are required to account for the energy use of the future tenants. 

I don't know which version of LEED you are using, but in the 2009
LEED-BD&C guidebook there is "CS Appendix 2," which lays out the plug load
assumptions to use for various future tenant types. You can also present
an argument for using different values, but it has to be a defendable
assumption. Don't forget that you still have to hit the threshold of 25%
of building energy is process energy or be prepared to explain a lower
value. 

If your future HVAC system for the tenants is designed, model that in the
proposed case. If it is not designed, use the same HVAC system as the
baseline model for the tenant spaces. An example from my experience is
that if the building has a central condenser water loop that the tenant
would add future water-source-heat-pumps to, then model that system
assuming future HPs will be the minimum efficiency allowed by local code
or ASHRAE 90.1.
