[Equest-users] BDL utility rate for United Arab Emirates

I am a new user for equest, your support is highly appreciated.

My question is regarding the utility rates of united arab emirates, I am finding is difficult to create new user defined BDL files. Can anyone help me out with this or share created files for united arab emirates or any other country and explain how to customize these files for united arab emirates?
