Brian,

Just a quick look at your pdfs shows that you have very high lighting and
equipment loads, you also will have high occupancy loads, which means a lot
of heat to your spaces. It could be that this heat is more than sufficient
to meet your needs and that cooling is the mode you are in most of the year.
Without seeing you model inputs, I don't know whether you are using
economizers or not or any sort of heat recovery. If you are that might also
be an influence.
