Did you try assigning your availability schedule to the HHW loop? (Circulation Loop Properties : "Operation" tab)

I have a schedule that defines what months the reheat from hot water loops is available. I tag the pump and each AHU but continue to get  BTUs from gas usage. No other equipment uses gas.
