[Equest-users] Monthly Demand and Ratchet Charges

I am having some trouble with monthly demand and ratchet charges.

I am working with a utility rate that charges $4.97 per kW for monthly demand 
and $6.06 per kW for the ratchet based on the highest demand of the previous 12 
months.

The ES-E report is calculating the monthly billing demand based on the ratchet 
charge but is not adding in the monthly demand of $4.97 per kW.

Is there anyway to have both the monthly demand and ratchet charges add up in 
the monthly billing demand?
