[Equest-users] why cooling in winter

My first guess would be that your chilled water loop operation is set to 
'standby' which means that if any AHUs served by it are running then the 
pumps are on and the loop is cold.  l would suggest you set it to 'snap' 
on OAT or 'schedule' where you can control it off during the months you 
know the chiller is winterized.
