I have had the same issue on one of my model. However when I ran the hourly reports to look at the temperature of the loop it was always above 75° therefore the boilers was never needed.

Here are Fareed's files.  If anyone has a chance to look at them.

Here is his issue:  ..there is no boiler capacities. I am not sure if boiler is running at all. I want the boiler to supply HW to WSHPs when the OA temp hits 45F.

you're best bet for help is to attached your .pd2 and your .inp file for us to look at and see if we can help you troubleshoot your model file.
