Mathew,
Before you submit a CIR (now called LEED Interpretations - LEED 2009),
you should be sure to review the revised DES modeling methodology (v2.0)
that is available on the USGBC web site. I believe it addresses your
situation and it definitely provides clearer guidance than the original

Matthew, depending on the size of your building, your baseline may not
have a CW loop, in which case the intent of being cost-neutral towards
thermal energy not generated inside the LEED boundary is satisfied.
Agree on the suggested CIR, however.

condenser loop fits this definition. Might be worth submitting a CIR
for clarification though. Changing your baseline after the fact is
never fun.

Does anyone have experience with district thermal energy by means of a
central condenser water loop? I'm trying to determine whether this type
of application is subject to the LEED District Thermal Energy
Guidelines, like purchased CHW and Steam, or if I can compare to a
baseline system in Appendix G based on building type/size.
