I always use a packaged VAV system without turndown.  This way you will be able to control the supply temperature as needed.

Hi All,
          In the list of HVAC system types in basic specification tab
which system should be taken as TFA (100% outdoor air system)  for VRV
units so that it doesn't asks for chilled water loops as VRV  is DX
system.
